The Committee on Standards in Public Life today published an Issues and Questions paper which asks for views and evidence for its inquiry into openness and accountability in Local and London Government. The paper asks for views and evidence on transparency and scrutiny in the different structures and models of governance within local government across the UK, including London. The Chair of the Committee, Sir Christopher Kelly said:"The Committee's inquiry is a timely examination of the way in which important decisions are made and how senior public office holders are held to account for the decisions they make and actions they take on behalf of citizens and taxpayers. We are interested in whether current arrangements meet the standards for openness and accountability embodied in the Seven Principles of Public Life. The findings of this review will be presented to the Prime Minister and the leaders of the devolved governments, and will, where appropriate, include recommendations on how the effectiveness of the current arrangements could be improved." "We welcome submissions from all interested parties. The closing date for submissions is Wednesday 25th February 2009. The Committee will then hold a series of public hearings throughout the UK from March until May 2009. We hope to publish our findings next autumn." http://www.public-standards.org.uk. 1.The Committee on Standards in Public Life is an Advisory Non-Departmental Public Body (NDPB) sponsored by the Cabinet Office. The Chair and Members are appointed by the Prime Minister. The Committee was established in October 1994 with the following terms of reference: "To examine current concerns about standards of conduct of all holders of public office, including arrangements relating to financial and commercial activities, and make recommendations as to any changes in present arrangements which might be required to ensure the highest standards of propriety in public life. Additional terms of reference were announced on 12 November 1997: "To review issues in relation to the funding of political parties, and to make recommendations as to any changes in present arrangements." 2.The Committee believes that the Seven Principles of Public Life should apply to all in public service. The Seven Principles are: selflessness, integrity, objectivity, accountability, openness, honesty and leadership. 3.The current members of the Committee are: Sir Christopher Kelly KCB, (Chair), Lloyd Clarke QPM, Oliver Heald MP, Baroness Maddock, Rt Hon Alun Michael JP MP, Sir Derek Morris MA DPhil, Dr Elizabeth Vallance JP, Dame Denise Platt DBE and Dr Brian Woods-Scawen DL CBE.
